1.4. Accounting for protective equipment and monitoring their condition

1.4.1. All electrical protective equipment and equipment in use personal protection must be numbered, with the exception of protective helmets, dielectric carpets, insulating stands, safety posters, protective fences, transfer and potential equalization rods. Factory numbers are allowed.

The numbering is set separately for each type of protective equipment, taking into account the accepted system of organization of operation and local conditions.

The inventory number is applied, as a rule, directly on the means of protection with paint or knocked out on metal parts. It is also possible to put the number on a special tag attached to the protective equipment.

If the protective equipment consists of several parts, a common number for it must be put on each part.

1.4.2. In subdivisions of enterprises and organizations, it is necessary to keep logs of accounting and the content of protective equipment.

Protective equipment issued for individual use must also be registered in the journal.

1.4.3. The presence and condition of protective equipment is checked by periodic inspection, which is carried out at least once every 6 months. (for portable grounding - at least 1 time in 3 months) by an employee responsible for their condition, with a record of the inspection results in a journal.

1.4.4. Electrical protective equipment, except for insulating stands, dielectric carpets, portable grounding, protective fences, posters and safety signs, as well as safety belts and safety ropes, received for operation from manufacturers or from warehouses, must be checked according to the standards of operational tests.

1.4.5. Protective equipment that has passed the test, the use of which depends on the voltage of the electrical installation, is stamped with the following form:

On protective equipment, the use of which does not depend on

electrical installation voltage (dielectric gloves, galoshes,

The stamp must be clearly visible. It must be applied with indelible paint or glued on the insulating part near the limiting ring of insulating electrical protective equipment and devices for working under voltage or at the edge of rubber products and safety devices. If the protective equipment consists of several parts, the stamp is put on only one part. The method of applying the stamp and its dimensions should not impair the insulating characteristics of the protective equipment.

When testing dielectric gloves, overshoes and galoshes, marking should be made according to their protective properties Ev and En, if the factory marking is lost.

Notes:
1. Periodic inspections are carried out at least once every 3 months. for portable grounding and gas masks and at least once every 6 months. for other protective equipment.
2. When issuing a test report to third parties, the number of the report is indicated in the "Note" column.

Employees who have received protective equipment for individual use are responsible for their correct operation and timely control over their condition.

Insulating electrical protective equipment should only be used for their intended purpose in electrical installations with a voltage not higher than that for which they are designed (the highest permissible operating voltage), in accordance with the operating manuals, instructions, passports, etc. for specific remedies.

Insulating electrical protective equipment is designed for use in closed electrical installations, and in open electrical installations - only in dry weather. In drizzle and precipitation, they are not allowed to be used.

Outdoors in wet weather, only protective equipment of a special design designed for work in such conditions may be used.

Before each use of protective equipment, personnel must check its serviceability, the absence of external damage and contamination, and also check the expiration date on the stamp.
Expired protective equipment must not be used.

The order of storage of protective equipment

Protective equipment must be stored and transported under conditions that ensure their serviceability and suitability for use, they must be protected from mechanical damage, contamination and moisture. Protective equipment must be stored indoors. Shielding protective equipment must be stored separately.

Protective equipment is placed in specially equipped places, as a rule, at the entrance to the premises, as well as on control panels. Storage areas should have lists of protective equipment. Storage areas should be equipped with hooks or brackets for rods, insulating clamps, portable grounding, safety posters, as well as cabinets, racks, etc. for other protective equipment.

Dielectric gloves

Gloves are designed to protect hands from electric shock.

Dielectric gloves are made in two types:

1. For electrical installations up to 1000V, in which they are used as the main protective tool when working under voltage. These gloves must not be used at voltages greater than 1000 V.

2. For installations above 1000 V, in which they are used as an additional protective tool when working with the help of basic protective equipment (rods, indicators high voltage, insulating and electrical clamps.

Gloves designed for electrical installations above 1000 V can be used in electrical installations up to 1000 V as the main protective equipment.

In electrical installations, only gloves marked with protective properties may be used. Ev and En.
The length of the gloves must be at least 350 mm. The size of dielectric gloves should allow wearing
under them knitted gloves to protect hands from low temperatures when working in cold weather. The width along the bottom edge of the gloves should allow them to be pulled over the sleeves of outerwear.

Gloves should be put on to their full depth, pulling the bell of the gloves over the sleeves of the clothes.

It is unacceptable to wrap the edges of the gloves or lower the sleeves of clothing over them. Each time before use, gloves should be checked by filling them with air for tightness.

The standards and terms for testing dielectric gloves are as follows.

Dielectric gloves that have passed the test are stamped, which indicates the voltage within which this product is suitable, the expiration date for the next test, the name of the laboratory. Those gloves that are recognized as unsuitable, the stamp is crossed out crosswise with red paint. The use of gloves that have expired is prohibited.

Terms of use

Before use, the gloves should be inspected, paying attention to the absence of mechanical damage, contamination and moisture, and also check for punctures by twisting the gloves towards the fingers.
When working with gloves, their edges are not allowed to be tucked. To protect against mechanical damage, it is allowed to wear leather or canvas gloves, mittens over gloves.
Gloves in use should be washed periodically, as necessary, with soda or soapy water, followed by drying.

Footwear special dielectric

Shoes special dielectric is optional electrical protective equipment when working in closed, and in the absence of precipitation - in open electrical installations. In addition, dielectric shoes protect workers from step voltage.

Used in electrical installations dielectric boots and galoshes made in accordance with the requirements of the standards.

Galoshes are used in electrical installations with voltages up to 1000 V, boots - at all voltages.

According to the protective properties, shoes are designated: En - galoshes, Ev - boots. Dielectric shoes must be different in color from other rubber shoes.
Galoshes and boots should consist of a rubber top, a rubber corrugated sole, a textile lining and internal reinforcing parts. Shaped boots can be produced unlined. Boots must have lapels. The height of the bot must be at least 160 mm.

Terms of use

Electrical installations should be equipped with dielectric shoes of several sizes. Before use, galoshes and boots should be inspected in order to detect possible defects (delamination of facing parts or lining, the presence of foreign hard inclusions, etc.). Dielectric galoshes and boots how additional protective equipment is used in operations performed with the help of basic protective equipment. At the same time, boots can be used both in closed and open electrical installations of any voltage, and overshoes - only in closed electrical installations up to 1000V inclusive. In addition, dielectric galoshes and boots can be used as protection against step voltages in electrical installations of any voltage and any type. Dielectric galoshes and boots are worn on ordinary shoes, which must be clean and dry.

The standards and terms for testing dielectric galoshes and boots are as follows.

Enclosing protective equipment

Enclosing protective equipment is intended for temporary protection of current-carrying parts, which may be accidentally touched or approached at a dangerous distance, as well as to prevent erroneous actions with switching devices. These include: temporary portable fences, insulating pads, temporary portable grounding and warning posters.

A protective equipment log is needed at the enterprise where work is associated with hazardous factors. It displays information about personal protective equipment (PPE). It is brought in to control their condition, number and location.

For organizations whose main activity is related to electrical appliances, devices, installations, accounting and registration requirements are determined by a special order of the Ministry of Energy No. 261. It involves entering data into such a document on insulating and protective equipment for a certain category of workers.
