Most likely, you will not be able to fix the problem yourself, even if you have found the reason for such a strange behavior of the water meter. It is not recommended to use all kinds of improvised means, gaskets, tapping, as you can permanently damage the water meter.


You should call the housing office or the management company, or invite a plumber. The master will find the cause of the malfunction and eliminate it. It is also recommended to put . But in practice, with such a scheme as you described, this is impossible, because, as I understand it, you have no outlets to your neighbors, and the riser presses equally along its entire length (physics), and the movement of water should be "only forward", that is from the highway with more high pressure(riser) to a line with a deliberately lower one (internal apartment piping that opens into the atmosphere when the tap is turned, for example, in the kitchen, while the pressure is relieved). Even if the pressure in the riser is low, it is still impossible for water to leak to the neighbors. The only possible situation of this kind is when people use a storage water heater in the summer, including it in the apartment's pipe system after the shut-off valve from the hot riser, BUT at the same time they forget to close this very tap (and thereby cut off the internal "hot" pipe line from the riser) - and them hot water flows into an empty riser, supplying to some extent hot water neighbors are mostly down the riser)))) (this is in those houses where, during summer shutdowns, the riser is not connected to cold water, but just left blank).
