At the end of the service life, the owner of the apartment must apply to Rostest. Before this, the counter must be dismantled.

You cannot do this on your own, you need to write a statement and call a specialist from the company that supplies water to the house. But in fact, you can bring PU yourself.

In addition to the water meter itself, you need a passport for it and a passport for the owner of the apartment. All the verification procedure takes approximately 3-4 hours, then the counter can be picked up.

Along with it, the owner receives expert opinion on the suitability of the meter. If it is in good condition, the term is extended for another 4-6 years. If inconsistencies in functioning are found, a new PU water must be purchased.

Calculation of the tariff for water with and without a meter

In 2015, the increase in water tariffs amounted to 2,1% . It is planned that starting this year, they will not increase over the next five years.

If a meter is installed in the apartment, the payment calculation scheme changes somewhat:

  • drainage;
  • the volume of consumption according to the PU multiplied by the current tariff.

The tariff in each city and region is different. But the savings when using the counter is obvious.

Water supply standards in 2015

In the first case (without a counter or during its absence), the following coefficients will be used:

  • 1,1 – from the beginning of 2015 to July 30;

  • first half of 2016 - 1,4 ;
  • second half of 2016 - 1,5 ;
  • from the beginning of 2017, the coefficient will be 1,5;
  • in the second half of 2017 - 1,6 .

The coefficients will be used only for those consumers who have specifications for the installation of PU cold / hot water, but they are in no hurry to use them.

Therefore, if 6 cubic meters of cold and three hot water are “laid” per person per month, the amount using the coefficients will be many times greater, especially from 2017.

The average consumer does not spend the specified volume, so setting the counter looks appropriate.

The federal water meter installation law stipulates that this type of device must be installed in every residential area. However, this is not only a way to control the amount of fluid consumed, but also a very profitable way to save on utility bills.

Is it mandatory to install water meters for free law 2016

The law on the installation of water meters was passed in 2009. However, it was repeatedly subjected to various kinds of changes and introduction of short stories. In 2012, this federal law included a clause requiring the installation of water meters in all residential premises.

The law of 2016 defines the features as an agreement between the management company and the owners. However, the law also provided for penalties for refusing to install metering devices. Thanks to this law, metering devices are installed in more than 60% of residential premises. Penalties according to this act are imposed exclusively on management companies that are responsible for carrying out the work of the HOA, the Criminal Code and others.

Thus, the law on the installation of water meters in 2016 provides that such a procedure is not at all mandatory. This applies to both the installation of cold and hot water meters. However, on the part of the government, actions are regularly taken to facilitate the equipping of all premises of a residential nature. So from 2016 they will gradually increase, however, such an innovation applies only to those who pay for the service according to the standard. In 2016, the law provided for an increase in the coefficient by 40-50%, and in 2017 by 70%.

Law on the installation of water meters 2016: who performs the installation

Federal law from 2009 states that the meter is purchased at the expense of the homeowner. As for the issue of its installation, there are fundamental differences between the owners of privatized and non-privatized property.

Where to go for installation

According to the government decree, the commissioning of metering devices is free of charge, as well as its sealing after verification. Therefore, to install the product, you must submit an application to the management company for the installation of a water meter. If the company itself does not perform such work, then its employees must provide a list of companies involved in the installation.

After the device is installed, the owner of the apartment must necessarily invite a master from the management company to sign the act and put the device into operation. Is it always mandatory to install water meters

  • When living in dilapidated housing.
  • With worn communications that cannot be repaired.

How and why the state motivates to install meters

In November 2009, Federal Law No. 261 “On Energy Saving and Energy Efficiency Improvement, and on Amendments to Certain Legislative Acts” was adopted. Russian Federation". The purpose of this document was to oblige homeowners to install water meters for hot and cold water. But the consequences and punishments for the lack of water meters were not regulated in any way.

As a result, the population of Russia was divided into two categories.

  1. Those who benefited from installing counters. Payment according to the standard is calculated, among other things, by the number of citizens registered in a household or apartment. If, for example, there are three of them, and in fact one person lives, then payment upon the fact of water consumption becomes profitable.
  2. Those who were in no hurry to install counters. This was usually done by citizens in those cases when the apartment was registered less people than actually lived.

Companies providing water supply services began to receive less funds and the state decided to correct the situation.

On the basis of Decree of the Government of the Russian Federation of May 23, 2006 N 306, in 2015, multiplying factors were introduced that are used when calculating water consumption in accordance with established standards:

  • from January 1, 2015 to June 30, 2015 - 1.1;
  • from July 1, 2015 to December 31, 2015 - 1.2;
  • from January 1, 2016 to June 30, 2016 - 1.4;
  • from July 1, 2016 to December 31, 2016 - 1.5;
  • since 2017 - 1.6.

As a result, most citizens decided to install meters. Currently, this service is provided by management companies, but the homeowner has the right to independently purchase a water meter. Representatives of the water utility in this case draw up an agreement, seal the meter and enter the consumer into the register.

The cost of installing water meters

According to the laws of the Russian Federation, the cost of the hot or cold water meter itself is paid by the owner. The price of a metering device depends on the model, the level of competition in the region and other factors. People living in privatized apartments and private households will also have to pay for putting water meters into operation. The meter can be installed free of charge only in municipal apartments.


In most regions, free installation of meters is provided for certain categories of citizens. So, by Decree of the Government of Moscow No. 406-PP dated May 29, 2007, the following categories of citizens have the right to free installation of a meter:

  • citizens receiving subsidies to pay for housing and communal services;
  • persons who received housing on the basis of a sale and purchase agreement, donation or inheritance, as well as on other grounds, except for privatization, but on the condition that this does not deprive them of the right to receive subsidies for paying for housing and communal services.

In addition to cases where the meter can be installed free of charge or at your expense, the laws of the Russian Federation indicate the categories of buildings in which the meter can not be installed at all. These include:

  • the so-called "houses with low electricity consumption" - no metering devices are installed;
  • residential buildings officially recognized as dilapidated and intended for demolition;
  • buildings with dilapidated communications to be replaced;
  • houses in which, due to the nature of the wiring of hot and cold water, it is impossible to read meter readings.

Is it profitable to install a water meter?

If you are required by federal or local law to install water meters for free, there is no doubt about the profitability. Another thing is if you have to install the counter at your own expense. In some regions, such a service costs homeowners 5-6 thousand rubles.

Even if we take into account that without a meter you will have to pay the standard, plus a multiplying factor (recall, in 2017 it will be 1.6), then the savings will be in the range of 1000-1500 rubles per year. Whether this is a significant amount for the family budget or not is up to you.

In 2009, the Federal Law on the installation of water meters was passed, and since that time the debate has continued - how much this is mandatory.

Unfortunately, the provisions that are not very clearly spelled out in the law leave room for ambiguous interpretation. The deadlines for the installation of water meters were indicated - until 07/01/2012. But, no responsibility for non-compliance with the law, either for the organizations releasing resources, or for consumers, was provided.

What does the law on the installation of water meters say?

The main achievement of the 261st law is that it obliges organizations providing communal resources to carry out calculations based on the readings of individual and common house water meters. Article 13 of part 2, in addition, states that for consumers who do not have meters, payments can be made under a contract for the supply of resources.

The revelry of some enterprising organizations imposing the urgent installation of water meters is based on the date 01/01/2012, specified in part 5. It spells out the obligation of the owners of residential premises to equip houses and apartments with water meters and put them into operation by this date. In parallel, the obligation is indicated to equip multi-apartment buildings with common house metering devices by the same date.

By carefully reading the government decree on water meters (parts 3 and 4), you can find out that in public buildings for state and commercial purposes, resource metering devices are installed before the beginning of 2011. In addition, all residential and public buildings put into operation after 2011 must be equipped with measuring instruments. This also applies to new buildings and reconstructed buildings.

According to statistics, equipment individual devices accounting for resources is just over 60%. The percentage of residential and public buildings equipped with flow meters is not much higher.

Encouragement to save energy or a measure of deterrence

If the installation of water meters in the apartment is completed, the law allows you to pay at the current rates. Citizens who ignored the government's decree have been paying for water consumption at a gradually increasing rate since 2015. The amount of increase is:

  • 1st half of 2016 – 40%;
  • 2nd half of 2016 – 50%;
  • since the beginning of 2017 - 60%.

Calculations with an extra charge are made in the absence of both individual and common house meters. Changes have been made to Part 5 of Chapter 13 of the Federal Law No. 261.

The calculation of standards for water consumption carried out under a supply agreement is regulated in PP No. 306 of 2006, the last amendments to the document were made in February 2015. The figure of the standard, in m³ per 1 person, depends on the degree of improvement of housing and its location.


In Moscow and the Moscow Region, the following values ​​​​of the standards for 2016 for residential buildings (m³ per 1 person) were adopted:

  • cold water: 6.935÷1.83;
  • hot water: 4.745÷2.924;
  • water disposal: 11.68÷1.83.

Disputes over charges for the consumption of water resources are conducted by Muscovites on the basis of the "Rules on the provision of utilities» No. 354, paragraph 31d.

When you can not install water meters legally

Citizens whose housing is in disrepair or recognized as dilapidated and subject to demolition are exempted from the obligation to install metering devices.
