When opening a faucet with hot water, the flow of hot water doubles - part goes to the tap (mixer) in the apartment, and part is squeezed through the tap (mixer) in half with cold water and goes into the cold water riser (difference in pressure and in the wrong regulation of the tap itself). Surely the faucet (faucet) is imported and is configured for the West or East (China), there are different pressures in the risers. (look in the passport for the faucet (faucet) there should be a faucet adjustment point, in normal ones it is). But there is one small nuance in such a situation - when hot water flows through a tap into a cold riser (imagine a chain of water movement - a hot water riser - a hot water meter (flow) - a tap (mixer) - a cold water meter ("COMING") - a cold water riser ).
That is, your counter should turn in the opposite direction! (You need to look at the DHW while the tap (mixer) is running)
It turns out that you spend 1 cubic meter of hot water and send 2 cubic meters to a riser with cold water. We see no other explanation.
When the pressure in the cold pipe is much lower than in the hot one, then when the tap (faucet) is opened, the cartridge does not hold water and the water is transferred to the cold water riser.
Do not make hasty conclusions, first of all, YOU will need to watch the meters in the process of water collection - ONLY DHW - ONLY cold water and in mixed mode. And if in reality the cartridge in the faucet (one-handed faucet) does not hold water, then YOU will need to dismantle the faucet or install a check valve in the wiring and when the water is turned off, please turn off the shut-off valve.

The consumption of water supplied to the hot water supply in the summer:

0.8 - coefficient taking into account the change in water consumption in the non-heating period in relation to the heating one (SNIP 2.04.07-86 * 9)
taking into account the density and pressure of the coolant (t=20 gr.С, P=4.0 kgf/cm2)
G = 6.3 / 0.99 = 6.36 m3/h

The calculation shows that although according to the rules we consume less water in summer, the coefficient of reduction in hot water consumption in summer relative to winter is 0.8, in fact, water consumption from the heating network increases.

The coolant temperature has not changed, the flow rate has increased. Heat is the product of the temperature difference of the coolant and the amount of water that has passed through the heat meter.

But it was still possible to save on heat. There was no need to heat the water so much. It was simply possible to reduce the coolant flow through the water heater or boiler, in the simplest case, close the valve or install automatic regulator coolant temperature.

By the way, in the example we are considering, the neighboring houses did just that, and the whole hot water from the boiler room to our mountain leaders. And they, in order to justify themselves to the residents of the HOA, had no choice but to make a scandal first to the inspectors who take the testimony, and then to the subscriber department of the heating networks who issue bills for the consumed heat. All around are swindlers, and they are just “lazy”.

Excuse me, but what does "the higher the floor, the hotter the water" have to do with it? The meter that you have in your apartment does not take into account the temperature of the water, but how many cubic meters of it will flow through it per unit time. So, my personal opinion is that the consumption of hot water should be more than cold, because when you wash, wash, bathe children, wash on your hands, clean up with rinsing a rag, etc., then hot and cold water do not mix in the tap in equal proportions, even look at how many turns one or another tap is open. One more moment! - I read information on the Internet that counters should be placed through special gaskets, and if you make rubber or tangit-uniol thread, then the hole shrinks in size (due to compression of the rubber or thread) and the pressure increases, it turns out that 10 cubic meters actually passed through the counter, and due to the fact that the hole has become smaller, the counter shows 12-13. More or less like this.
